The MAEDC presented Midland Tomorrow with a first-place award at the Economic Development Awards program of their 2008 Mid-America Competitiveness Conference, held at the Intercontinental Hotel in Chicago, IL.

Awards were presented in two markets per category – large market (annual marketing budget over $100,000) and small market (annual marketing budget under $100,000). Midland Tomorrow won first place in the large market division of the Overall Marketing Program category. This category recognizes a comprehensive approach to marketing a community, county, state, or region, including overall objectives, lead generation, and outcomes. Budget, staff and size of community were all taken into consideration.

Titled “Taking Midland to the World,” the winning Midland Tomorrow marketing strategy involves research and targeting of chemical and technology businesses that complement Midland’s existing industry specialties in basic and performance chemicals, silicones and silanes, and advanced materials. This research leads to proactive relationship building with those companies in advance of the expansion cycle, so that companies that are ready to expand already understand how Midland’s industry expertise will uniquely assist them in mitigating their scale-up risk. Part of this strategy involved collaboration with the MEDC to advertise Midland’s business advantages in global chemical industry periodicals throughout 2008, utilizing the MEDC’s award-winning “Upper Hand” campaign as a basis for the advertising’s style and tone.

One early success of this distinctive marketing strategy has been Evergreen Solar’s expansion in Midland’s Eastwick Industrial Park. One of the fastest-growing solar companies in the world, Evergreen selected Midland for the specific chemical processing skills of its workforce and the industry expertise that allowed them to scale up their operations quickly. Their Midland site will be the sole global fabricator of a crucial component of the company’s overall manufacturing process. Fulcrum is one of only 17 companies in the state to receive funding.

Founded in Midland in 2004 as a spin-off from The Dow Chemical Company, Fulcrum develops and markets advanced sandwich panels and composite structures for a number of industries and applications. Their unique, proprietary Micro-Comb™ foam core sandwich panels offer improved price performance and increased design freedom compared with existing alternatives. As a result, Fulcrum’s products have tremendous potential in the alternative energy industry, as components of solar panel systems and wind turbines and in the construction of truck trailers to lower weight and reduce fuel consumption.

Fulcrum is raising $1.1 million in financing toward execution of its three-year business plan, of which this funding is a significant component. The Apothecary Shoppe Pharmacies Receives Gold Seal of Approval http://www.midlandtomorrow.org/news/205 http://www.midlandtomorrow.org/news/205 The Apothecary Shoppe Pharmacies (TASP) was recently awarded The Joint Commission's Gold Seal of Approval for compliance with the organization’s national standards for health care quality and safety.

The Joint Commission is an independent nonprofit organization that accredits and certifies more than 15,000 health care organizations and programs in the United States. As Dale S. Johnson, Executive Director of Long Term Care Accreditation for The Joint Commission Program says, “Because this is a voluntary program, accreditation represents The Apothecary Shoppe Pharmacies’ decision to be recognized for its efforts to provide safe, quality care.”

The Long Term Care Accreditation Program was established in 1966 and now recognizes over 1,300 organizations offering long-term care and skilled nursing facility services. Winners of this accreditation receive the benefits of reduced organizational risk, enhanced performance on state surveys, and acquisition of additional managed care contracts. In addition, winners are provided with education on good practices to improve business operations as well as professional advice and counsel that enhances staff education.

Though The Joint Commission surveys the company initially, CEO of TASP Kevin Roeder explains “meeting the standards and achieving excellence is a continuous process. No matter how well we did today, we continue to strive to do better tomorrow. Central Warehouse Central Warehouse’s latest Eastwick expansion – a 50,000-square-foot facility. Evergreen Solar Receives $1.8 Million State Tax Credit for New Midland Facility http://www.midlandtomorrow.org/news/199 http://www.midlandtomorrow.org/news/199 Governor Jennifer M. Granholm today announced that Massachusetts-based Evergreen Solar Inc., a manufacturer of solar power panels, has chosen Midland over a competing site in another state to establish a new facility that will create string for the company’s proprietary, low-cost String Ribbon™ wafer technology. The project, pending final permit approval by the Michigan Department of Environmental Quality, is expected to generate approximately $55.2 million in new capital investment and up to 596 new Michigan jobs, including 101 directly by the company over the next five years.

“Attracting and growing alternative energy companies is a key part of our comprehensive plan to create jobs and diversify Michigan’s economy,” Granholm said. “Evergreen Solar is a great example of how our focus on alternative energy is fueling new jobs and positioning Michigan to be the state that ends our nation’s dependence on foreign oil.”

Based on the Michigan Economic Development Corporation’s (MEDC's) recommendation, the Michigan Economic Growth Authority (MEGA) board today approved a state tax credit valued at $1.8 million over 10 years to win the company’s expansion. The City of Midland has approved a 12-year abatement worth $3.9 million to support the project.

“Our competitive business climate and highly-specialized workforce definitely give us an advantage when competing for new high-tech investment and jobs,” MEDC President and CEO James C. Epolito said. “I applaud the city of Midland and Midland Tomorrow for partnering with us to bring Evergreen Solar and this new facility to Michigan.”

An economic analysis conducted by the MEDC estimates that increased economic activity created by the new facility will create 495 indirect Michigan jobs, in addition to the 101 created directly by the company. The project is expected to generate more than $264 million in personal income for Michigan workers over the life of the tax credit.

Dow and PIC of Kuwait Choose Michigan as Global Headquarters for JV http://www.midlandtomorrow.org/news/198 http://www.midlandtomorrow.org/news/198 The Dow Chemical Company (NYSE: DOW) and Petrochemical Industries Company (PIC) of the State of Kuwait, a wholly owned subsidiary of Kuwait Petroleum Corporation (KPC), continue to make progress on their $11B proposed 50:50 joint venture. Today the two companies named James R. Fitterling the chief executive officer of the new market leading global company – K-Dow Petrochemicals (KDP). Dow and PIC also announced the selection of Michigan as the location of the world headquarters for the new joint venture, subject to the completion and approval of state and local incentives, definitive agreements, customary conditions, regulatory approvals, and transaction close, which is anticipated in late 2008.

James R. Fitterling Named CEO
Fitterling is currently the business group president for Dow’s Basic Plastics businesses and a member of the Company’s Management Committee and Business Operations Committee. He has held a variety of key leadership positions during his 24-year career with Dow. Fitterling will become CEO of K-Dow Petrochemicals when the joint venture begins operations.

Michigan Selected for Headquarters
The city location for the headquarters is still to be determined; however K-Dow Petrochemicals (KDP) will be located in southeast Michigan, pending final incentive approvals, which offers convenient international airport access as well as a broad range of educational opportunities and culturally diverse communities. The total number of employees located at the headquarters site is expected to expand up to 800 employees over the next several years.

The 27,000-square-foot, state-of-the-art facility represents an investment of more than $3 million and includes a laboratory, pilot equipment and testing facilities. A team of engineers and scientists will staff the facility, which is designed to be expanded as needed to meet the needs of the growing solar and photovoltaic industry.

“Dow Corning’s goal is to help the solar industry move towards being economically competitive with conventional energy sources, and become a sustainable energy option globally,” said Eric Peeters, global executive director, Dow Corning Solar Business. “This first application center represents our intention to be an active, eager partner with researchers, producers and governments as we help develop affordable and efficient solar energy for the global energy market.”

One of the only companies in the world able to provide silicon-based solutions throughout the entire photovoltaic value chain, Dow Corning is investing to expand its portfolio of total solution packages for solar cell manufacturing, module assembly and installation. Solution packages include high-performance silicone products such as encapsulants, adhesives, coatings, potting agents and sealants, as well as next-generation solar grade silicon.

In September 2006, the company introduced Dow Corning® PV 1101 Solar Grade Silicon – the industry’s first commercially available feedstock derived from metallurgical silicon using large-scale manufacturing processes – which can be blended with polysilicon to help ease silicon shortages and provide solar device manufacturers with additional supply, technical and business model options.

In May 2007, the company announced a significant expansion at its joint venture Hemlock Semiconductor (HSC) - a $1 billion investment in manufacturing capabilities for this critical material to offer broad availability of solar energy.

Thodis Michigan Manufacturer of the Year Award.

Stephanie A. Burns, Dow Corning Corporation chairman, president and CEO, was named the overall winner in the "Large Tier" category. “Large Tier” describes companies with more than 500 employees.

“The state of Michigan is home to some of the most innovative and successful manufacturing organizations in the world,” said Burns. “To be recognized by our peers in the state is a distinct honor, and reflects the impact Dow Corning and our employees have in our communities and in the state of Michigan.”

Not only did the entire Region 5 team receive honors for their hard work, one of their team members received a special honor as well.

Christine Greve, Regional Director, and the Region 5 Team hosted by Delta College in University Center, have been named the 2008 Michigan SBDC Service Excellence & Innovation Center of the Year by the U.S. Small Business Administration. Members of Greve’s Region 5 Team include James Rowley, Debra Wieland, and Irene Dinauer.

“Christine Greve and her SBTDC Region 5 Team have had a positive impact on the economy by forming local partnerships that have helped existing companies and created new businesses and jobs,” said SBA Michigan District Director Richard Temkin. “I am very pleased to announce that the SBTDC Region 5 Team is the Michigan SBDC Service Excellence & Innovation Center award winner.”

Since January 2003, the Region 5 Team has managed counseling, training, and research activities for small businesses in Arenac, Bay, Midland, and Saginaw counties, and recently expanded into Huron, Sanilac, and Tuscola counties. In just five years, the team helped 146 new business start-ups, created 802 new jobs, and infused $31 million in capital into their region. The Region 5 Team also hosted the first Mid-Michigan Inventors Group, a collaborative forum developed to bring together creative people with the interest and ability to make new products. The Team was one of the catalysts that have made this a regular event for budding inventors in the area.

This award honors a Small Business Development Center Service Centers for its innovation and excellence in assistance to entrepreneurs and small businesses owners by providing a wide variety of information and guidance in central and easily accessible locations. This is the first year that SBA has made this award.

In addition, James Rowley has been named the 2008 Michigan Small Business Counselor of the Year by the U.S. Small Business Administration.

Chippewa Nature Center Plans Major Expansion in 2008 http://www.midlandtomorrow.org/news/185 http://www.midlandtomorrow.org/news/185 Chippewa Nature Center (CNC) is planning a significant expansion of the 32-year old Visitor Center. The $9 million project will be a model of green architecture and sustainability. The expanded space will better accommodate current and future programs and increase CNC’s regional presence.

In the 1990s, it became apparent that CNC’s program offerings were beginning to outgrow its physical facilities. Further, CNC is committed to becoming a “greener” organization by developing an environmentally sustainable structure that echoes its message of stewardship, and using these concepts as the basis for new program initiatives.

It is the Nature Center’s objective to upgrade and expand its Visitor Center to attain LEED Certification (Leadership in Energy and Environmental Design) as developed by the U.S. Green Building Council (USGBC). The proposed design includes a green roof, photovoltaic cells, a cistern and aqueduct to capture rain water and more efficient heating and cooling systems among its eco-friendly features.

To help design the new facility, CNC sought out a leader in green building techniques. The Kubala-Washatko Architects (TKWA), based out of Cedarburg, Wisconsin, are known for extensive sustainable design experience on projects that have earned LEED certification. CNC plans to use its LEED certified building as a hands-on teaching tool to further its vision, and to offer people the opportunity to promote sustainability by investing in an organization that meets environmental challenges with viable solutions such as solar power, geothermal energy and water-cleansing rain gardens.

While CNC already attracts teachers and students from 34 school districts in mid-Michigan, it intends to increase its regional appeal as a destination, enhancing current regional outreach initiatives supported by local companies, local Chambers of Commerce and other regional stakeholders. The Center plans to continue expanding its contribution to economic growth in the region, while also building its national leadership role among nature centers by modeling outstanding programs, facilities and staffing by its employees and volunteers.

Throughout the next six months, CNC will be finalizing the building design and preparing the construction documents, with groundbreaking to occur in fall 2008. Construction will take approximately 12 months. Chippewa Nature Center has hired Rockford Construction to manage this phase of the project. Local subcontractors will also be involved in the construction.

New Dow Corning Recycling System to Invest $50 Million Locally http://www.midlandtomorrow.org/news/178 http://www.midlandtomorrow.org/news/178 Dow Corning Corporation recently announced an approximately $50 million investment in new equipment for its Midland Site. The announcement again demonstrates the innovation capacity and knowledge base in the Midland area, as well as our economic base employers' commitment to maintaining and expanding their presence here.

The equipment is expected to reduce carbon dioxide emissions by 20 percent and total emissions by 75 percent, and it is projected to reduce the site's consumption of natural gas by 400 billion BTU per year - the equivalent of heating 3,500 homes over the winter. The technology will also reduce the amount of waste transported and disposed offsite. The project is expected to create at least ten new jobs and will require the construction of two new buildings within the Midland Site's fenceline.

The first part of the project includes installation of a thermal oxidizer, which will reduce air emissions from the site while generating steam for chemical process heating. Additionally, a recycling system will be installed that is designed to transform silicone byproducts from the Dow Corning site into usable energy and raw materials sources.

To complete the project, Dow Corning is working with two external companies. Richland, WA-based Integrated Environmental Technologies, LLC (IET), the premier provider of plasma-based waste processing and clean energy systems, will own the new waste processing system. IET contracted with Veolia Environmental Services, based in Lombard, IL, to operate the recycling equipment. Several of the new jobs created by this investment will be Veolia employees.

Dow Chemical Plans to Invest $203 Million in the Local Economy http://www.midlandtomorrow.org/news/179 http://www.midlandtomorrow.org/news/179 The Dow Chemical Company went before Midland's City Council on October 1 seeking P.A. 198 tax abatements for six new projects representing expansion into new markets as well as reinvestment into existing business units. Several of the projects are currently in the planning stages and all still require final approval from state and local authorities. If all the projects are approved and continue to move forward, they will invest $203 million into the local economy and create and retain 106 jobs.

The proposed projects are as follows:

  • The Dow Automotive Project, a new automotive filter manufacturing capacity, will rehabilitate 85,200 square feet of idle process space in three Dow facilities. It is expected to create 55 new jobs and invest $86 million into the local economy. The project is redeveloping Brownfield space and is seeking to secure Brownfield credits against the Michigan Business Tax.
  • Dow Building Solutions is an opportunity in the renewable energy sector to further develop new solar cell technology into the design of building materials known as Building Integrated Photovoltaics. The project will create 22 new jobs and invest $53.5 million into the local economy.
  • The Divinylbenzene Capacity Expansion Project involves rehabilitation of chemical processing equipment to achieve increased energy savings and reliability. The project will retain 12 jobs and invest $6.3 million into the local economy.
  • The Aminopyralid Capacity Expansion is a project of Dow AgroSciences, LLC. It will add new chemical processing equipment to help produce aminopyralid, a recently introduced Dow AgroSciences compound for the control of noxious and invasive weed species. It will create five new jobs and invest $38.5 million.
  • The Michigan Operations Supply Chain Infrastructure Upgrade will add and rehabilitate warehousing and raw material bulk storage at Dow's Michigan Operations site for increased logistical efficiency. It will be a long-term competitive solution for their warehousing and bulk storage needs. The project will retain five jobs and invest $11.5 million.
  • Dow Automotive will create brake fluid blending, packaging, storage and shipping capacity at Michigan Operations, establishing it as the base of operations for Dow's brake fluids business. The project will retain seven jobs and invest $7.1 million.

All Dow's projects are expected to begin between 2007 and early 2008 if all the necessary approvals are received, with completion dates for the approved projects ranging from late 2007 to early 2009.]]>

Dr. David Garabrant, who heads the University of Michigan (U of M) scientific team, is Professor of Environmental Health Sciences, Professor of Epidemiology, and Associate Professor of Emergency Medicine at U of M. Dr. Garabrant will give a progress report to the study's Community Advisory Panel. He is expected to focus on progress and results since the last public meeting held in August of 2006.

The goal of the U of M scientific study is to see whether elevated levels of dioxins in the environment are ending up in the bodies of residents of the Tittabawassee River basin (in Midland and Saginaw counties), and whether these residents have higher levels of dioxins in their blood than persons living in other parts of Michigan, such as Jackson and Calhoun counties. Jackson and Calhoun counties were selected for comparison because the population and types of industry are similar to Midland and Saginaw counties, but there is no known major contamination of the environment with dioxins in these counties.

Dioxins are considered to be toxic chemicals. They can be produced by industrial and combustion activities. There are known to be elevated levels of dioxins in the soil of the Tittabawassee River flood plain and nearby areas that are affected by discharges from the Dow Chemical Company plant in Midland.

The U of M study does not look at health effects, but rather the level of human exposure to dioxins and whether the dioxins are getting into people’s bodies. "First we need to get the facts about exposure," Garabrant said. "Then decisions can be made about what to do next." The Dow Chemical Company is funding the U of M study but has no say over how it is conducted. The study is controlled entirely by the University of Michigan investigators. Results of the study do not identify individual participants.

Brett C. Smith is the Assistant Director of Manufacturing, Engineering and Technology at the Center for Automotive Research. His discussion will cover the topic of "Manufacturing, Engineering and Technology." While society struggles and looks for the silver bullet to create an environmentally sustainable automobile, reality suggests that there may not be one. Instead, there are several technologies and fuels that may play a role in rapidly changing the environmental impact of the automobile. However, many of these technologies are still unproven. The challenge for manufacturers, politicians, and even consumers is to understand the technology choices, the environmental impacts and the economic trade-offs.

Mr. Smith received his B.S. in economics and an M.B.A. from Eastern Michigan University. He joined CAR in 2000 after 12 years at the University of Michigan's Office for the Study of Automotive Transportation (OSAT). Much of Mr. Smith's work in recent years has been in the area of advanced powertrain technology.
